Bu olgu Bat\u0131 Avrupa \u00fclkelerin de kapitalizmin geli\u015fmesi ile birlikte ortaya \u00e7\u0131kan ve onun gereksinmelerine g\u00f6re \u015fekillendirilmeye \u00e7al\u0131\u015f\u0131lan bir olgudur. Bat\u0131 Avrupa \u00fclkelerine, \u00f6zellikle \u0130kinci D\u00fcnya Sava\u015f\u0131\u2019ndan sonra, sava\u015fla y\u0131k\u0131lan ekonomilerini onarmada yerli i\u015fg\u00fcc\u00fc yetmedi. Bat\u0131 Avrupa \u00fclkeleri ve \u00f6zellikle F. Almanya, bu nedenle Akdeniz \u00fclkelerinden kitle halinde i\u015f\u00e7i getirmeye ba\u015flad\u0131. F. Almanya devlet kanal\u0131yla 1955&#8217;te \u0130talya&#8217;dan, 1960&#8217;ta Yunanistan ve \u0130spanya&#8217;dan, 1961&#8217;de T\u00fcrkiye&#8217;den, 1963&#8217;te Fas&#8217;tan, 1964&#8217;te Portekiz&#8217;den, 1965&#8217;te Tunus&#8217; tan ve 1968&#8217;de Yugoslavya&#8217;dan i\u015fg\u00fcc\u00fc temin etmeye ba\u015flad\u0131. Di\u011fer Avrupa \u00fclkelerinin yabanc\u0131 i\u015f\u00e7i \u00abithali\u00bb de giderek artan bir geli\u015fme g\u00f6sterdi. Yabanc\u0131 i\u015fg\u00fcc\u00fcn\u00fcn, onu ge tirenler i\u00e7in en \u00f6nemli \u00f6zellikleri, ucuz olmalar\u0131 ve \u00e7ok az hak ile \u00e7al\u0131\u015fabilmeleri \u015feklinde \u00f6zetlenebilir. Bir yandan gelinen \u00fclkelerdeki istihdam d\u00fczeyinin y\u00fcksekli\u011fi, di\u011fer yandan g\u00f6nderen \u00fclkelerdeki ya\u015fam ko\u015fullar\u0131n\u0131n k\u00f6t\u00fcl\u00fc\u011f\u00fc, yabanc\u0131 i\u015f\u00e7ilerin en zor ve kirli i\u015flerde, bir\u00e7ok halde de az \u00fccretle \u00e7al\u0131\u015fmalar\u0131na neden olmu\u015ftur.&nbsp;<\/p>\n\n\n\n<p>Avrupa \u00fclkelerindeki yabanc\u0131 i\u015f\u00e7ilerin 30 y\u0131la varan bir ge\u00e7mi\u015fleri olmas\u0131na ra\u011fmen, ekonomik, toplumsal ve politik uygulamada ayr\u0131cal\u0131kl\u0131 uygulamalar g\u00fcn\u00fcm\u00fczde bile devam ettirilmektedir. Bat\u0131 Avrupa h\u00fck\u00fcmetleri ve \u00f6zellikle F. Almanya, yabanc\u0131 i\u015f\u00e7ilerin \u00abkonuk i\u015f\u00e7i\u00bb stat\u00fcs\u00fcnde olduklar\u0131 konusunda \u0131srar\u0131n\u0131 s\u00fcrd\u00fcrmektedir. Israr\u0131n alt\u0131nda yatan d\u00fc\u015f\u00fcnce, yabanc\u0131 i\u015f\u00e7ileri yedek i\u015fg\u00fcc\u00fc olarak kullanmak istemektir. Yabanc\u0131 i\u015f\u00e7iler ekonominin gereksinmesi oldu\u011fu d\u00f6nemlerde getirilmekte ve ekonomik&nbsp;kriz d\u00f6nemlerinde ise geri g\u00f6nderilme e\u011filimleri g\u00fc\u00e7lenmektedir. Bat\u0131 Avrupa&#8217;da \u00e7al\u0131\u015fan yabanc\u0131 i\u015f\u00e7ilerin, ailelerinin ve \u00e7ocuklar\u0131n\u0131n, \u00e7ok y\u00f6nl\u00fc toplumsal sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fcnde bug\u00fcne kadar \u00f6nemli ad\u0131mlar at\u0131lamamas\u0131n\u0131n nedenlerinden biri yukar\u0131daki d\u00fc\u015f\u00fcncedir. Bu \u00fclkelerin ya banc\u0131 i\u015f\u00e7i i\u00e7in, bir g\u00f6\u00e7men \u00fclkesi\u00bb oldu\u011fu ger\u00e7e\u011fini kabul etmeleri ve buna uygun olarak e\u015fitlik\u00e7i politikalar olu\u015fturmalar\u0131, yabanc\u0131 i\u015f\u00e7ilerin ve ailelerinin sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fc m\u00fc yolunda temel ad\u0131m olacakt\u0131r. Yabanc\u0131 i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran t\u00fcm Bat\u0131 Avrupa \u00fclkeleri ise, aralar\u0131nda baz\u0131 farklar olma s\u0131na ra\u011fmen, genelde bundan uzakt\u0131rlar. Hatta gereksiz ve yanl\u0131\u015f bir direnme g\u00f6stermektedirler.&nbsp;<\/p>\n\n\n\n<p>On y\u0131ld\u0131r s\u00fcren ekonomik krizin hafiflemesi ve ABD&#8217; deki g\u00f6reli canlanmadan Avrupa&#8217;n\u0131n bir pay almas\u0131 halin de bile istihdamda bir d\u00fczelme olmayaca\u011f\u0131, i\u015fsiz say\u0131s\u0131n\u0131n 20 milyonun alt\u0131na inmeyece\u011fi g\u00f6r\u00fc\u015f\u00fc, bu direnmenin resmen ifade edilen gerek\u00e7esi gibidir. Avrupa \u00fclkeleri genellikle istihdam sorununun teknolojik geli\u015fmeyi izleyebilmekle ve uzun vadede \u00e7\u00f6z\u00fclebilece\u011fi inanc\u0131ndad\u0131rlar. Bu etkenler, B. Avrupa&#8217;n\u0131n g\u00f6\u00e7men i\u015f\u00e7iler konusundaki tutumunu \u015fekillendirmektedir. G\u00f6\u00e7men i\u015f\u00e7iler aras\u0131nda, \u00f6teki ayr\u0131mlar\u0131n yan\u0131 s\u0131ra, kalifiye olan &#8211; olmayan ve kalifiye d\u00fczeye gelebilecek olan &#8211; olmayan gibi ayr\u0131mlar\u0131n belirginle\u015fti\u011fi g\u00f6r\u00fclmektedir.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">AVRUPA&#8217;YA T\u00dcRK \u0130\u015e\u00c7\u0130 G\u00d6\u00c7\u00dc&nbsp;<\/h2>\n\n\n\n<p>\u201cAz geli\u015fmi\u015f G\u00fcney Avrupa \u00dclkeleri\u201d denilen \u00fclkelerden i\u015f\u00e7i getirmeye ba\u015flayan Avrupa \u00fclkeleri, 1961&#8217;den itibaren, T\u00fcrk i\u015f\u00e7isine de giderek artan bir say\u0131da talip ol maya ba\u015flad\u0131lar. \u0130talya, Yunanistan ve \u0130spanya&#8217;dan getirilen i\u015f\u00e7ilerin, ekonominin istihdam gereksinmesini kar\u015f\u0131lamamas\u0131, \u00f6zellikle F. Almanya&#8217;y\u0131 yeni i\u015fg\u00fcc\u00fc kayna\u011f\u0131 aramaya itti. Gereksinim i\u00e7inde akla ilk gelen \u00fclkelerden biri de, i\u015fsizi bol T\u00fcrkiye oldu. \u00c7al\u0131\u015fmak i\u00e7in \u00fclkesini terk eden T\u00fcrk i\u015f\u00e7ileri yaln\u0131z F. Almanya&#8217;ya de\u011fil, Fransa, Hollanda, Bel\u00e7ika Avusturya, \u0130skandinav \u00fclkeleri gibi di\u011fer geli\u015fmi\u015f kapitalist \u00fclkelere, hatta sonralar\u0131 Suudi Arabistan ve Libya gibi Arap \u00fclkelerine de g\u00f6\u00e7 ettiler. Almanya&#8217;daki en b\u00fcy\u00fck yabanc\u0131lar grubunu 1,552 milyon ki\u015fi ile T\u00fcrkler olu\u015fturmaktad\u0131r. Di\u011fer yabanc\u0131lar\u0131n say\u0131s\u0131 ise s\u0131ras\u0131yla \u015f\u00f6yledir. Yugoslav 612.000, \u0130talyan 564.000, Yunan 292.000, \u0130spanyol 165.000 ve Portekizli 100.000. Yabanc\u0131 i\u015f\u00e7ilerin y\u00fczde 64&#8217;e varan k\u0131sm\u0131 8 y\u0131l\u0131, y\u00fczde 20&#8217;si 15 y\u0131l\u0131 a\u015fk\u0131n bir s\u00fcredir F. Almanya&#8217;da ya\u015famaktad\u0131r. 1961 y\u0131l\u0131nda F. Almanya&#8217;da ya\u015fayan 686.160 yabanc\u0131 varken bu say\u0131 1983 y\u0131l\u0131nda 4,534 milyona ula\u015fm\u0131\u015f t\u0131r. Almanya&#8217;n\u0131n ekonomik krizinde ve daha sonra 1973\/74 y\u0131llar\u0131nda petrol olay\u0131 ile patlak veren ekonomik krizden en \u00e7ok T\u00fcrk i\u015f\u00e7ileri etkilenmi\u015ftir. \u0130\u015fsizler aras\u0131nda g\u00f6reli olarak en y\u00fcksek oran da T\u00fcrklerdedir. Ama 1973&#8217;ten sonra F. Almanya&#8217;n\u0131n Ortak Pazar \u00fclkeleri d\u0131\u015f\u0131ndan i\u015f\u00e7i getirmeyi durdurmas\u0131na ra\u011fmen, di\u011fer yabanc\u0131 gruplar\u0131na oranla bu \u00fclkedeki T\u00fcrk say\u0131s\u0131 artmaya devam etmi\u015ftir. Ailelerin bir arada ya\u015fama yasas\u0131 \u00e7er\u00e7evesinde gelenlerle, T\u00fcrk n\u00fcfusu 1973-1981 y\u0131llar\u0131 aras\u0131nda 436.500 artm\u0131\u015ft\u0131r. Buna ra\u011fmen FDP&#8217;de sorunun Avrupa \u00e7ap\u0131nda \u00e7\u00f6z\u00fcmlenmesi gerekti\u011fini s\u0131k s\u0131k belirtmektedir.&nbsp;<\/p>\n\n\n\n<p>Ye\u015filler; Federal Almanya parlamentosunun yeni ve de\u011fi\u015fik partisi t\u00fcm yabanc\u0131lara a\u015fa\u011f\u0131dan yukar\u0131ya\u00bb do\u011fru, yani, yerel se\u00e7imlerden ba\u015flayarak, eyalet parlamento se \u00e7imlerinde ve giderek Alman Federal Parlamento se\u00e7imle rinde se\u00e7me hakk\u0131n\u0131n tan\u0131nmas\u0131n\u0131 talep etmektedirler. Ye\u015filler yabanc\u0131lar\u0131n, Federal Parlamento se\u00e7imlerinin ba\u015flang\u0131c\u0131 olarak 1990 y\u0131l\u0131n\u0131 \u00f6nermektedirler.<\/p>\n\n\n\n<p>DGB (Alman Sendikalar Birli\u011fi) de yabanc\u0131lara yerel se\u00e7imlere kat\u0131lma hakk\u0131n\u0131n verilmesini kabul etmemektedir. Ancak DGB&#8217;ye ba\u011f\u0131, metal i\u015f\u00e7ileri sendikas\u0131, matbaa ve k\u00e2\u011f\u0131t i\u015f\u00e7ileri sendikas\u0131 ile kimya ve seramik i\u015f\u00e7ileri sendikas\u0131 gibi g\u00fc\u00e7l\u00fc sendikalar, yabanc\u0131lara bu hakk\u0131n verilmesini istemektedirler. DGB&#8217;de de hen\u00fcz yerel se\u00e7im hak k\u0131n\u0131n verilmesi talebi \u00e7o\u011funluk sa\u011flayamad\u0131\u011f\u0131ndan, F. Almanya&#8217;da bu hakk\u0131n \u00f6n\u00fcm\u00fczdeki y\u0131llarda ger\u00e7ekle\u015femeyece\u011fi kan\u0131s\u0131 yayg\u0131nla\u015fmaktad\u0131r.&nbsp;<\/p>\n\n\n\n<p>Bu arada, an\u0131msamaya de\u011fer bir nokta, T\u00fcrk i\u015f\u00e7ilerinin T\u00fcrkiye&#8217;deki se\u00e7imlerde de oy kullanmalar\u0131na olanak tan\u0131nmay\u0131\u015f\u0131d\u0131r. Yani, bu yurtta\u015flar\u0131m\u0131z, bu temel politik haklar\u0131n\u0131 hi\u00e7bir bi\u00e7imde kullanamayan bir kitledir.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">F. Almanya&#8217;da ikamet eden 1,546 milyon T\u00fcrk n\u00fcfusunun, 588,000&#8217;ini \u00e7al\u0131\u015fanlar olu\u015fturmaktayd\u0131. \u00c7al\u0131\u015fan T\u00fcrk n\u00fcfusunun, y\u0131ll\u0131k toplam gelirleri ise 15,7 milyar DM&#8217;yi bulmaktad\u0131r ve bu gelirin 10 milyar DM&#8217;lik b\u00f6l\u00fcm\u00fc t\u00fcketim harcamalar\u0131 i\u00e7in sarf edilmektedir. Bu rakamlar T\u00fcrk i\u015f\u00e7ilerinin F. Alman ekonomisindeki \u00f6nemli rol\u00fcn\u00fc g\u00f6stermektedir.&nbsp;<\/p>\n\n\n\n<p>F. Almanya&#8217;da \u00e7al\u0131\u015fan T\u00fcrk i\u015f\u00e7ileri ilk y\u0131llarda kazan\u00e7lar\u0131n\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 mal edinmek ve yat\u0131r\u0131m yapmak amac\u0131yla T\u00fcrkiye&#8217;ye g\u00f6nderirken, oturma s\u00fcreleri artt\u0131k\u00e7a ve F. Almanya&#8217;da kalma e\u011filimleri g\u00fc\u00e7lendik\u00e7e bu durumun de\u011fi\u015fti\u011fi g\u00f6r\u00fclmektedir. Yap\u0131lan ara\u015ft\u0131rmalara g\u00f6re T\u00fcrk i\u015f\u00e7ilerinin 1981 y\u0131l\u0131nda T\u00fcrkiye&#8217;ye havale ettikleri paralar\u0131n y\u00fczde 92&#8217;si, T\u00fcrkiye&#8217;deki aile bireylerinin desteklenmesine y\u00f6nelik iken, yaln\u0131z y\u00fczde 8&#8217;i yat\u0131r\u0131mlara y\u00f6neliktir. \u0130\u015f\u00e7i \u015firketlerinin hisse senetleri i\u00e7in g\u00f6nderilen paralar\u0131n oran\u0131 ise ancak y\u00fczde 0.8&#8217;dir. T\u00fcrkiye&#8217;ye yat\u0131r\u0131m i\u00e7in g\u00f6n derilen fonlar\u0131n oran\u0131n\u0131n d\u00fc\u015fmesinde, devletin i\u015f\u00e7ilerden toplanan paralarla kurulan i\u015f\u00e7i \u015firketlerinin sa\u011fl\u0131ks\u0131z geli\u015fmesine kay\u0131ts\u0131z kalmas\u0131n\u0131n ve fonlar\u0131 sanayiye y\u00f6neltmeyi\u015finin de etkisi oldu\u011funu s\u00f6yleyebiliriz.&nbsp;<\/p>\n\n\n\n<p>T\u00fcrk i\u015f\u00e7ilerinin 1975-78 y\u0131llar\u0131nda y\u00fczde 45 olan tasarruf e\u011filimi, 1978-81 y\u0131llar\u0131 aras\u0131nda y\u00fczde 35&#8217;e, 1983 senesinde ise y\u00fczde 30&#8217;a d\u00fc\u015fm\u00fc\u015f bulunmaktad\u0131r. Buna kar\u015f\u0131l\u0131k, t\u00fcketim e\u011filimlerinde genel olarak bir de\u011fi\u015fme g\u00f6zlenmektedir. 1970&#8217;li y\u0131llarda, ancak kesin d\u00f6n\u00fc\u015flerde sat\u0131n al\u0131nan dayan\u0131kl\u0131 t\u00fcketim mallar\u0131na daha \u00e7ok para harcan maktad\u0131r. Marplan ara\u015ft\u0131rma kurumunun yapt\u0131\u011f\u0131 son ara\u015ft\u0131rmaya g\u00f6re Almanya&#8217;da ya\u015fayan T\u00fcrkler, Almanlar\u0131n t\u00fcketim e\u011filimlerine y\u00f6nelmi\u015f bulunmaktad\u0131r. T\u00fcrk i\u015f\u00e7ileri tasarruflar\u0131n\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 Alman bankalar\u0131nda tut makta, Alman Yap\u0131 Kredi kurumlar\u0131nda giderek daha \u00e7ok hesap a\u00e7t\u0131rmaktad\u0131rlar. 1983 y\u0131l\u0131nda bu hesaba sahip olanlar\u0131n say\u0131s\u0131 48.000&#8217;i bulmaktad\u0131r. Almanya&#8217;daki ekonomik uyumlar\u0131n\u0131&nbsp;g\u00f6steren di\u011fer geli\u015fmelerin ba\u015f\u0131nda da m\u00fclk al\u0131mlar\u0131ndaki art\u0131\u015flarla, i\u015fyeri a\u00e7ma istemlerindeki art\u0131\u015flar gelmektedir. 265.000 T\u00fcrk&#8217;\u00fcn ya\u015fad\u0131\u011f\u0131 Baden W\u00fcrttemberg eyaletinde yap\u0131lan bir ara\u015ft\u0131rma, 13.000 T\u00fcrk ailesinin bir konut -daire- sahibi oldu\u011funu saptam\u0131\u015ft\u0131r. AET \u00fcyesi olan Yunanl\u0131lardan sonra, serbest i\u015fyeri kurmak i\u00e7in en \u00e7ok ba\u015f vuru T\u00fcrkler taraf\u0131ndan yap\u0131lmaktad\u0131r. A\u00e7\u0131lmak istenen i\u015fyerlerinin ba\u015f\u0131nda y\u00fczde 33&#8217;l\u00fck bir oranla restoranlar, y\u00fczde 19 ile g\u0131da maddesi satan d\u00fckk\u00e2nlar ve y\u00fczde 10 ile turizm acentalar\u0131 gelmektedir.
